PUBLIC NOTICE IS HEREBY GIVEN that the Planning Commission of Richfield City, Sevier County, Utah, will hold a meeting on Wednesday, July 5, 2023, at the Richfield City Center, Richfield, Utah, commencing at 6:00 p.m.

The agenda for the meeting is as follows: (NOTE:  The agenda may be accelerated or the line items may be discussed in any order.)

  1. Roll Call
  2. Conditional Use Permits/Home Occupation Permits
    a. Angela Brown to request approval of a Home Occupation Permit allowing her to conduct a business called Sunee Soles Foot Zoning to be located at 427 West Valley View Drive (R1-10 zone – C-1 use).
    b. Mario Gonzalez to request approval to operate a business called Luigi’s Bike Shop at 94 North Main. (Downtown Zone, C-1 use)
  3. Public Hearings –
    a. AMENDMENT – Receive comments on proposed amendments to Richfield City Code, Title 12, Streets, Sidewalks and Public Places. The City is proposing various text amendments to Title 12 “Streets, Sidewalks and Public Places,” including Chapter 12.04 “Street Use Regulations,” Chapter 12.05 “Sidewalk Use Regulations,” Chapter 12.12 “City Cemetery,” Chapter 12.16 “Shade Trees,” and Chapter 12.20 “Landscaping On Commercial And Industrial Property.” Proposed amendments would address clarity and correctness issues, enact new requirements to address damages to public streets caused by illegal operations including provisions for violations and penalties, and relocate relevant land use regulations to the City’s zoning ordinance for future consolidation to improve administration and enforcement.
    b. AMENDMENT – Receive comments on proposed amendments to Richfield City Code, Title 13, Public Service – The City is proposing a text amendment to Title 13 “Public Services,” enacting new requirements under Chapter 13.16 “Storm Water Quality And Enforcement” to protect the health, safety, and welfare of residents by managing and control stormwater runoff, preventing polluted waters from entering into the City’s storm water system, and to improve compliance with State and Federal requirements.
    c. AMENDMENT – Receive comments on proposed amendments to Richfield City Code, Title 15, Buildings And Construction – The City is proposing various text amendments to Title 15 “Buildings And Construction,” including Chapter 15.04 “Construction Codes Adopted,” including the enactment of a new Chapter 15.06 “Building Codes And Building Permits” to address clarity and correctness issues, relocate existing regulations found within Chapter 22 of the City’s Zoning Ordinance into Title 15 to consolidate and update requirements for consistency with State requirements, and to improve administration and enforcement.
  4. Action on Public Hearings –
    a. AMENDMENT – Consider recommending adoption of amendments to Richfield City Code, Title 12, Streets, Sidewalks and Public Places.
    b. AMENDMENT – Consider recommending adoption of amendments to Richfield City Code, Title 13.
    c. AMENDMENT – Consider recommending adoption of amendments to Richfield City Code, Title 15.
  5. Land Use Ordinance Work Session
    a. Richfield City Subdivision Ordinance – The City is proposing various text amendments to the City’s Subdivision Ordinance to address clarity and correctness issues, consolidate and update procedural requirements for consistency with State requirements, and improve public transparency, administration, and enforcement by codifying subdivision requirements into Title 16 of the Richfield City Code.

    i. Consider approving minutes of June 7, 2023.
