Minutes of the Richfield City Planning Commission meeting held on Wednesday, April 4, 2018, at 6:00 p.m., Chairman Brion Terry, presiding.
1. Roll Call.
2. Minutes Approval: Consider approving minutes of February 7, 2018.

Receive comments concerning a proposed amendment to the General Plan
and Zoning Map. The subject property is located at 1955 South Cove View
Road (the old Elk’s Lodge property), and is located in the CG zone

2. Minutes Approval: The minutes of February 7, 2018, were not available for review. Greg Bean motioned to table this item. Lisa White seconded the motion. Those voting aye: Brion Terry, Monte Turner, Greg Bean, Lisa White, Susan Jensen, and Blaine Breinholt. Those voting nay: None.
3. Public Hearing (6:00 p.m): Receive comments concerning a proposed amendment to the General Plan and Zoning Map. The subject property is located at 1955 South Cove View Road (the old Elk’s Lodge property), and is located in the CG zone (commercial general). The applicant is requesting that the zone be changed to the R1-10 zone (single family residential).The public hearing was opened at 6:06 p.m. There were no comments. The public hearing closed at 6:07 p.m.
4. Rezone: Consider making a recommendation that the City Council approve the application requesting a rezone of the property located at 1955 South Cove View Road (the old Elk’s Lodge property). Zone is proposed to be changed from CG to R1-10. Coylene Brinkerhoff and her daughter and son-in-law, Kirsten Meiners and Shawn Meiners, were present. They would like to remodel the old Elk’s Lodge into a twin home or duplex so both families can live there. That would require the zone to be changed to RM-11 (multi-family residential). This was noticed for a change to the R1-10 Zone (single family residential.)
A contractor has looked at the building and they believe this is something that can be done. They would like to jointly own the building, but still have two separate homes there, In the future, they own it as separate homes. If they own the homes separately as though it were a condo, then it would have to go through the subdivision process.
There was discussion that changing the zone to RM-11 (multi-family) would open up the entire parcel to apartments. The Commission is not sure it is desirable to rezone the entire property to RM-11. The property is 3+ acres.
Because this was noticed for a change to R1-10, a public hearing will have to be held to discuss changing the zone from the CG zone to the RM-11 zone rather than the R1-10 zone. A public hearing will be set for Monday, April 23, 2018, at 6:00 p.m.
5. Studio Apartments at 60 West 100 North: Consider approving Cove View Properties’ plan for the addition of 3 studio apartments to be located at 60 West 100 North. (C-1 zone). Stacy Whitmore and Virginia Sorenson were present. Mr. Whitmore has purchased the property located at 60 West 100 North which includes the old Parsons’ Bakery and a warehouse that is located behind the bakery. There are currently two apartments upstairs. Mr. Whitmore would like to create three more one-bedroom apartments which will be on ground level. The buildings are all attached to each other.
DRC comments were addressed as follows:
1. Parking. It is thought that existing apartments have two bedrooms each. The three new ones have one bedroom each for a total of 7 bedrooms. The Code requires 10 spaces at 1-1/2 spaces per bedroom. Because these are very small studio apartments, it is recommended that the Commission consider lowering the requirement to 7 or 8 parking spaces. The parking plan provided shows 3 spaces. It appears there could be some spaces added at the very north end of the driveway. Mr. Whitmore said that of the existing apartments, one is one-bedroom and the other is a two-bedroom so that reduces the required number of parking spaces. Mr. Whitmore provided a plan showing eight parking spaces. He has left three parking spaces for Big Daddy’s Deli. Apartments will be entered from the alley on the east side.
2. Landscape. It does not appear that there is anywhere that landscape would be appropriate.
3. Lighting. Provide adequate outdoor lighting for the safety of tenants. They do have plans for lights on the building, and there are lights in the parking area. They will also have exterior lights in the alley.
4. Sewer. Landlord needs to be aware that while there is only one sewer connection, the City charges one sewer charge for each apartment unit per month. Currently, the sewer charge is $27.50 per dwelling unit. Mr. Whitmore is aware of this.
Mr. Whitmore said one of the three apartments has to be handicap-accessible. Because it is attached to a commercial building, there will have to be fire sprinklers.
The Zoning Code does state that new construction of anything larger than 4 units is not allowed in this zone. After some discussion, the Commission is comfortable in approving this because the units are in separate buildings. There is one unit above the bakery. The other existing unit plus the three new ones will be in the warehouse building.
Greg Bean motioned to approve Stacy Whitmore’s plans for creating three one-bedroom apartments to be located at 60 West 100 North (C-1 zone). Lisa White seconded the motion. Those voting aye: Brion Terry, Monte Turner, Greg Bean, Lisa White, Susan Jensen, and Blaine Breinholt. Those voting nay: None. The motion carried unanimously.
6. Other Business.
A. Appoint Chairman and Vice-Chairman for 2018. Susan Jensen motioned to appoint Brion Terry as chairman and Monte Turner as vice-chairman. Lisa White seconded the motion. Those voting aye: Brion Terry, Monte Turner, Greg Bean, Lisa White, Susan Jensen, and Blaine Breinholt. Those voting nay: None. The motion carried unanimously.
B. Other items. There were no other items.
7. Adjournment. The meeting adjourned at 7:30 p.m.
