TO MINIMIZE THE POTENTIAL SPREAD OF COVID-19, AND AS AUTHORIZED BY UTAH GOVERNOR GARY HERBERT’S MARCH 18, 2020 EXECUTIVE ORDER, THIS MEETING WAS HELD AS AN ALL-ELECTRONIC MEETING.
Minutes of the Richfield City Planning Commission meeting held on Wednesday, April 1, 2020, at 6:00 p.m., Chairman Monte Turner, presiding.

1. Roll Call.
2. Public Hearing (6:00 p.m.):
   A. Public hearing to receive comments concerning an application for a minor subdivision filed by Mark and JaLee Alger. The

        property is located at 563 West 500 South, Richfield, Utah. The proposal is for three lots to be combined into one lot.

   B. Public hearing to receive comments concerning an application for a 3-lot subdivision filed by Kathy Christensen. The property is

        located east of 700 East Center Street, Richfield, Utah.

 
3. Subdivisions.
    A. Discuss and make a recommendation for consideration of the City Council concerning a minor subdivision filed by Mark and

        JaLee Alger. The property is located at 563 West 500 South, Richfield, Utah. The proposal is for three lots to be combined into

        one lot.
    B. Discuss and make a recommendation for the consideration of the City Council concerning an application for a 3-lot subdivision

        filed by Kathy Christensen. The property is located east of 700 East Center Street, Richfield, Utah.

 
4 .Major Home Occupation
    A. Kevin and Natalie Arrington to request a Conditional use Permit allowing them to operate a major home occupation for a beauty

        salon at 780 West 1000 South (R1 zone, C-1 use).

 
5. Minutes Approval. Consider approving the minutes of February 5, 2020, and March 4,
2020.

   A. Public hearing to receive comments concerning an application for a minor subdivision filed by Mark and JaLee Alger. The property is located at 563 West 500 South, Richfield, Utah. The proposal is for three lots to be combined into one lot.
The public hearing was opened at 6:10 p.m. There were no public comments. The public hearing closed at 6:10 p.m.

   B. Public hearing to receive comments concerning an application for a 3-lot subdivision filed by Kathy Christensen. The property is located east of 700 East Center Street, Richfield.  

       The public hearing was opened at 6:11 p.m. There were no public comments. The public hearing closed at 6:12 p.m.
 
3. Subdivisions.
    A. Discuss and make a recommendation for consideration of the City Council concerning a minor subdivision filed by Mark and JaLee Alger. The property is located at 563 West 500 South, Richfield, Utah. The proposal is for three lots to be combined into one lot.
       Mark and Jalee Alger were present electronically. They purchased parcels 2, 3, and 4 as shown on the preliminary plat. The Algers were told by the County GIS Department that in order to combine the three parcels into one parcel, they would need to do a minor subdivision. They will be building a home on this property.
 
The Algers have already been to the City Council and had the street improvements waived. The Algers will cover the ditch that runs along the front of the property.
 
Lisa White motioned to recommend that the City Council approve the Alger Minor Subdivision as presented. Greg Bean seconded the motion. Those voting aye: Monte Turner, Lisa White, Susan Jensen, Kendrick Thomas, Greg Bean, Blaine Breinholt, Landon Larsen. Those voting nay: None. The motion carried unanimously.
 
     B. Discuss and make a recommendation for the consideration of the City Council concerning an application for a 3-lot subdivision filed by Kathy Christensen. The property is located east of 700 East Center Street, Richfield, Utah.
 
         Matt Christensen, Shari Christensen, and Kathy Christensen were present electronically. The DRC notes are as follows:
Kathy Christensen lives at 700 East Center. She is subdividing her property into three parcels. The property is zoned RR-1 which requires 1-acre parcels. Lot 1 will have 1.38 acres, lot 2 will have 1.99 acres, and lot 3 will have 1 acre. Her home sits on lot 3.
Access. They will be constructing a private driveway and bridge that will come from 100 North 700 East. It will be privately owned and maintained by the Christensens. Keith Mogan will talk with Police Chief Trent Lloyd to see where it will be the safest place for the private drive to enter onto 700 East and 100 North. Christensens will be required to put a stop sign coming from the private drive. It might be advisable for a stop sign to be placed on 700 East as well. Christensens should make sure the bridge is heavy enough to hold the weight of a fire truck.
 
Matt Christensen advised that they are currently in the process of installing a bridge going across the canal for access to the property from 100 North. The property will also have access from the bridge on Center Street that goes to Kathy Christensen’s home.
Utilities. Sewer and water will both come from 100 North, along the private drive and under the canal (under the bridge). The water line will be an 8” line. They are installing a fire hydrant. Christensens are installing a pump station to pump sewer to 100 North. The sewer line will be a 2” sewer line. The pump station and sewer and water lines will be privately owned and maintained.
Matt Christensen said the manhole has been installed.
 
Right-of-way. Christensens will need to give the City a right-of-way so the City can service or repair the 2” water line. They will also need to give the City a 10-foot utility easement between lots 1 and 2 going east and west.
 
Development Agreement. Michele Jolley will get with Richard Chamberlain re: Development agreement for the maintenance of the sewer water and private driveway and bridge
 
Greg Bean motioned to recommend that the City Council approve the Christensen Minor Subdivision as submitted. Blaine Breinholt seconded the motion. Those voting aye: Monte Turner, Lisa White, Susan Jensen, Kendrick Thomas, Greg Bean, Blaine Breinholt, Landon Larsen. Those voting nay: None. The motion carried unanimously.
 
4. Major Home Occupation
    A. Kevin and Natalie Arrington to request a Conditional use Permit allowing them to operate a major home occupation for a beauty salon at 780 West 1000 South (R1 zone, C-1 use).
They were not present.
 
5. Minutes Approval. The minutes of February 5, 2020, and March 4, 2020, were reviewed. Minutes of March 4, 2020, page 2, line 5 “young” will be changed to “Young.” Lisa White motioned to approve the minutes of February 5 and March 4, 2020. Greg Bean seconded the motion. Those voting aye: Monte Turner, Lisa White, Susan Jensen, Kendrick Thomas, Greg Bean, Blaine Breinholt, Landon Larsen. Those voting nay: none. The motion carried unanimously.
