Minutes of the Richfield City Planning Commission meeting held on Wednesday, November 7, 2018, at 6:00 p.m., Vice-Chairman Monte Turner, presiding.
1. Roll Call.

1. Roll Call. Roll call was answered by Monte Turner, Greg Bean, David Mower, and Blaine Breinholt. Brion Terry, Lisa White, and Susan Jensen were excused.
City Staff Present: Deputy City Recorder Michelle Curtis.
Others present: Curtis Maxwell.
2. Minutes Approval. The minutes of September 5, 2018, were not reviewed. Greg Bean made a motion to table approval of the minutes because neither David Mower nor Greg Bean were present at that meeting, and Blaine Breinholt did not receive a copy of the minutes. Blaine Breinholt seconded the motion. Those voting aye: Monte Turner, Greg Bean, David Mower, and Blaine Breinholt. Those voting nay: None. The motion carried unanimously.
3. Jenkins Oil. Consider approving plans for an addition and remodel of the building located at 105 South Main (D zone, C-1 use). The building will be used as a gas station/convenience store. Curtis Maxwell was present.
The property is owned by RJ’s Truckstop, Inc. dba Rally Stop. They will remodel the existing building and build an addition on the north side. The building will be approximately 2250 square feet.
The existing gas tanks will not be moved. As far as leakage from the previous gas station, the State doesn’t show that there have been any leaks. They will remove a waste oil tank. There will be a monitoring system that alerts them if there is any release into the environment.
The building will be red and white. Signs as shown are in compliance with the Zoning Code.
The DRC notes were reviewed as follows
A. Curb, gutter, sidewalk. Install curb, gutter, and sidewalk along 100 South according to City specs. (No planter strip, sidewalk next to curb.) Create a defined entrance/exit coming off of 100 South. Check with UDOT to see if they have any input as to improvements along 100 South. They provided a revised plan showing curb, gutter, and sidewalk on 100 South. There is also a defined entrance/exit. Because this is an existing building Check, UDOT does not have any requirements for them to meet.
B. Setbacks. Label setbacks on plan. It appears the addition is almost to the sidewalk on the north. There is not a setback requirement in the Zoning Code. The DRC feels like the setback is alright because of the distance from the street corner, and the motel and fence east of this building appear to be on or near the property line. Setbacks are shown at 1 foot which complies with the Zoning Code.
C. Onsite drainage. Provide plan showing onsite drainage. Mr. Maxwell wondered snice they are not removing any asphalt, does the drainage need to be changed? Blaine Breinholt said they might want a dry well. The addition to the building will actually reduce drainage. They do have someone developing a drainage plan. They will provide a drainage plan to the City and the public works department and/or city engineer can look that over. Mr. Maxwell points out that the landscaping will absorb some of the drainage. There is a grate shown in the parking lot between this and the hotel where it appears drainage currently goes. Mr. Maxwell will get with Keith Mogan, City Public Works, and make sure it meets City approval.
D. Parking and landscaping. Adequate as shown. Seven parking spaces are shown on the plan which meets Zoning Code requirements. The Zoning Code requires six parking spaces. Parking is shown at the south with painted stalls. They do show handicap parking as well as a dumpster area. They don’t want to curb the parking on the south side so that it is easier for trucks coming in to dump fuel. The plan shows an area of three picnic tables and four bushes or trees. Landscaping is shown at the south east corner of the property. With the parking spots, a car could pull through and exit through the motel parking lot.
E. Engineer review fees. Curb, gutter, and sidewalk drainage plan to be reviewed by city engineer and paid by Jenkins Oil. Agreed.
Greg bean motioned to approve the project plan for the addition/remodel of the building at 105 South Main for Jenkins Oil with the condition that they meet the provisions on the DRC check list as discussed. Blaine Breinholt seconded the motion. Those voting aye: Monte Turner, Greg Bean, David Mower, and Blaine Breinholt. Those voting nay: None. The motion carried unanimously.
4. Other Business: Discuss options for allowing or not allowing in-door storage units in the CS zone (Commercial zone). There was not discussed.
5. Adjournment. The meeting adjourned at 6:50 p.m.
