Minutes of the Richfield City Planning Commission training and study session held on Wednesday, November 13, 2019, at 7:00 p.m., Chairman Monte Turner, presiding.

1. Roll Call. Roll call was answered by Monte Turner, Greg Bean, Kendrick Thomas, Lisa White, Susan Jensen, and Blaine Breinholt. Brion Terry was excused.

2. Zoning Ordinance. Bruce Parker is a planning consultant with Planning and Development Services. He has been contracted by the City as a consultant to update the Zoning Ordinance.
Mr. Parker explained the purpose of zoning. He talked about the General Plan and how the Zoning Ordinance should meet the goals and policies of the General Plan. The General Plan is the guide. The Zoning Ordinance is the law. The three components required by the State to be addressed in the General Plan are land use, transportation, and moderate income housing.
