Minutes of the Richfield City Planning Commission training and study session held on Wednesday, November 13, 2019, at 7:00 p.m., Chairman Monte Turner, presiding.
1. Roll Call.

1. Roll Call. Roll call was answered by Monte Turner, Greg Bean, Kendrick Thomas, Lisa White, Susan Jensen, and Blaine Breinholt. Brion Terry was excused.

City Staff Present: Deputy City Recorder Michelle Curtis and Building Official Rick Robinson.
Others present: Bruce Parker.
2. Zoning Ordinance. Bruce Parker is a planning consultant with Planning and Development Services. He has been contracted by the City as a consultant to update the Zoning Ordinance.
Mr. Parker explained the purpose of zoning. He talked about the General Plan and how the Zoning Ordinance should meet the goals and policies of the General Plan. The General Plan is the guide. The Zoning Ordinance is the law. The three components required by the State to be addressed in the General Plan are land use, transportation, and moderate income housing.

Some of the other points mentioned are as follows:
• Exactions.
• P2 uses – think about removing P2 from the Zoning Code and shifting those uses to either P1 or 

  C1. Consider where all uses should be placed: P1, C1, C2.
• Appeal of staff decisions.
• Mobile home/manufactured homes.
• Tiny homes
• Open meetings laws. A public hearing is held to comment on a specific issue. All meetings are   

  public meetings.
• Mr. Parker will bring a draft at the first of the year to go through proposed changes for the

  Planning Commission to consider.
• Applications. Mr. Parker advises against allowing applicants to engage in letting them feel them

  out because later an applicant will hold them to those comments.
• Talked about uses that need to be added: legalized marijuana, vaping, etc. The Commission

   needs to be ready to respond to new issues.
• Expand home occupation discussions.
• Therapeutic schools have to be allowed.
• Recommends having the Sign Ordinance as a stand-alone code.
• Recommends having a separate Administrative Manual.
• Greg Bean asked about classification of roads. Mr. Parker said that is a civil engineering issue.

3. Adjournment. The meeting adjourned at 8:20 p.m.
