Minutes of the Richfield City Planning Commission meeting held on Wednesday, May 3, 2017, at 6:00 p.m., Vice Chairman Monte Turner, presiding.
1. Roll Call.
2. Minutes Approval: Consider approving minutes of April 5, 2017, and
April 29, 2017.
3. Conditional Use Permits:
A. Consider approving a Conditional Use Permit allowing Shalene Stevens to operate a home occupation called Busy Bee Daycare to be located at her home at 904 West 570 South (R1-10 zone, C-1 use). B. Consider approving a Conditional Use Permit allowing William Clark to operate a home occupation called WC Tree Trimming at his home located at 271 South 300 East (RM-11 zone, C-1 use).
4. General Plan:
A. Review and discuss modifications to be made to the General Plan.
5. Adjournment .
1. Roll Call. Roll call was answered by Monte Turner, Greg Bean, Jeff Albrecht, and David Mower. Steve Kunzler, Brion Terry, and Lisa White were excused.

2. Minutes Approval. The minutes of April 5, 2017, and April 19, 2017, were reviewed. Minutes of April 3, 2017, page 3, line 2, change “Chevon” to “Chevron”. Minutes of April 19, 2017, page 1, line 39, change “some” to “somewhat”; page 3, line15, delete the word “of”; page 3, line 23, delete “the” so that the sentence reads “…changed to the match…”. Jeff Albrecht motioned to approve the minutes of April 5, 2017, and April 19, 2017, as amended. Greg Bean seconded the motion. The motion carried. Those voting yea: Monte Turner, Greg Bean, Jeff Albrecht, and David Mower. Those voting nay: None.
3. Conditional Use Permits:
A. Shalene Stevens was present to request approval of a Conditional Use Permit allowing her to operate a home occupation called Busy Bee Daycare to be located at her home at 904 West 570 South (R1-10 zone, C-1 use). Mrs. Stevens has worked for some home daycares and saw some things that she feels like she would like to do differently. She loves kids and wants to provide a loving environment for them. She will tend children from 6 a.m. to 6 p.m.
She does not want to get overwhelmed, and so she is planning to tend no more than 12 children with the help of her sister. The back yard is fenced. She will have her daycare area in the basement. Children will be dropped off either in front of her home or in the driveway.
She was advised that the Conditional Use Permit can be reviewed if the City receives any complaints about the business.
Mrs. Stevens will get her State certification and will provide a copy of that when she receives it.
Jeff Albrecht motioned to approve a Conditional Use Permit allowing Shalene Stevens to operate a home occupation called Busy Bee Daycare to be located at her home at 904 West 570 South (R1-10 zone, C-1use) with the conditions as set out on the permit. David Mower seconded the motioned. The motion carried unanimously. Those voting yea: Monte Turner, Greg Bean, Jeff Albrecht, and David Mower. Those voting nay: None.
B. William Clark was present to request approval of a Conditional Use Permit allowing him to operate a home occupation called WC Tree Trimming at his home located at 271 South 300 East (RM-11 zone, C-1 use). Mr. Clark is starting a tree-trimming business. He believes there is a need for this type of service in the area. Equipment such as chain saws, gas, harnesses, etc., will be stored in his shed. A wood chipper and grinder will be stored at his father’s home in Elsinore. He does not have a lift bucket at this time. He will keep his full-time job and do the tree-trimming on Saturdays. He is hoping to grow the business and eventually get a boom truck. He hopes to be in a commercial location at that time, although he could park the truck at his property if it is kept off of the street.
He loads the stump grinder into the back of his truck. He pulls the wood chipper. Wood chips will be bagged and removed.
This business will not create noise at his home, nor will it create extra traffic. The only employee he will have is a cousin who will also maintain his full-time job. Mr. Clark asked if the the business grows, and he has not moved to a commercial location, can he have more than the one employee? He was told that the regulation about having only one employee applies to employees working at the home. He can have employees work for him, as long as they meet at job site. If they park at his home in order to carpool to a job site, they need to be able to park off of the street.
He was advised that if complaints are received, the conditional Use Permit can be reviewed and it could be rescinded.
Greg Bean motioned to approve a Conditional Use Permit allowing William Clark to operate a home occupation called WC Tree Trimming at his home located at 271 South 300 East (RM-11 zone, C-1 use) with the conditions listed on the permit. Jeff Albrecht seconded the motion. The motion carried unanimously. Those voting yea: Monte Turner, Greg Bean, Jeff Albrecht, and David Mower. Those voting nay: None.
4. General Plan:
A. Review and discuss modifications to be made to the General Plan. There was discussion concerning the MD zone located in the southeast portion of Richfield. The Commission had discussed the possibility of changing that zone to something different. This will be addressed in the future and in connection with the General Plan.
5. Adjournment . The meeting adjourned at 6:40 p.m.
