Pursuant to §52-4-6(2), UCA, notice is hereby given that the City Council of Richfield City, Sevier County, Utah, will hold a regular council meeting on Tuesday, December 14, 2021, in the Council Chambers, Richfield City Center, 75 East Center Street, commencing at 7:00 p.m. The agenda shall be as follows: ( The agenda may be accelerated or line items may be discussed in any order.)

- EXPENDITURES – Consider approving the warrants for Oct and Nov 2021.
- BUSINESS
a. Consider approving a vacation and amended plat for the Highland Estates Subdivision as discussed by Jim and Connie Hare.
b. Review application to CDBG for remodel and roof repair of the Senior Center and consider approving additional funds to complete the project as discussed by Kelly Chappell and Tyson Jewkes.
c. Planning Commission Report.
d. Public hearing to receive comments on a lot split for property north of Centennial Park Drive.
e. Public hearing to receive comments on a proposal to require .7 parking spaces per bed for student housing.
f. Public hearing to receive comments on a request to rezone the property known as the Mountair Motel from Downtown (D) zone to high-density multi-family residential (RM-24).
g. Public hearing to receive comments on a request to rezone 1.25 acres on the south of the property known as the Apple Tree Inn from Downtown (D) zone to high-density multi-family residential (RM-24).
h. Public hearing to receive comments on a request from RM24, LLC, to rezone of property located at approximately 1200 South 350 West from commercial shopping (CS) to high-density multi-family residential RM-24 for a proposed student housing development.
i. Public hearing to receive comments on a request to rezone the property located at 1180 S Cove View Road owned by Blue Investing Group, Inc., from commercial shopping (CS) to multi-family residential (RM-11).
j. Public hearing to receive comments to allow the conversion and use of old churches for weddings, receptions, community meetings and group gatherings.
k. Public hearing to receive comments on a proposed impact fee analysis plan and proposed impact fee ordinance and impact fee enactment.
l. Consider approving a conditional use for Donovan Allen to operate a Rental Car business at 67 North Main.
m. Consider approving a plat for the lot split (subdivision) on Centennial Drive as recommended by the Planning Commission.
n. Consider approving a conditional use permit as recommended by the Planning Commission to allow the Mountair Motel at 190 South Main to operate as a mixed-use conditional upon completion and compliance with all building code requirements.
o. Consider approving a right-of-way deed in favor of Sevier County for the extension of 1300 South from 100 East to the Annabelle Road.
p. Consider adopting ordinance 2021-22 adopting an Impact Fee Facilities Plan and Impact Fee Analysis and imposing certain impact fees as discussed by Cody Deeter and Carson DeMille.
q. Consider readopting Ordinance 2021-21 annexing the property owned by RM24, LLC and located on the corner of 500 West and 1300 South.
r. Consider accepting the proposal from Sevier County Building Department to do the City’s building inspections and permits.
s. Discuss the requirement for a road north of KFC and options for its development including the creation of a new CRA project area.
