Minutes of the Richfield City Council meeting held on Tuesday, June 26, 2018
at 7:00 p.m. in the Council Chambers of the Richfield City office building located at 75 East Center, Richfield, Utah. Mayor David C. Ogden presiding.

1. OPENING REMARKS were offered by Councilmember Arrington.
 
2. PLEDGE OF ALLEGIANCE was led by Councilmember Nielson.
 
3. ROLL CALL. Present: Mayor David Ogden (Not voting), Kevin Arrington, Bryan Burrows, Richard Barnett, Kathy Christensen, Connie Nielson, Mike Langston (Not voting) and Michele Jolley. Excused: Matt Creamer

4. MINUTES APPROVED. The Council reviewed the minutes of the special meeting held May 22, 2018. Motion: Approve the minutes of the special meeting held May 22, 2018, Action: Approved, Moved by Richard Barnett, Seconded by Bryan Burrows. Vote: Motion carried by unanimous roll call vote (summary: Yea = 5). Yea: Kevin Arrington, Bryan Burrows, Richard Barnett, Kathy Christensen, Connie Nielson.
 
5. EXECUTIVE SESSION. At 7:15 p.m., Motion: Convene an executive session to discuss the character, professional competence, or physical or mental health of individuals to serve on the library board and the purchase of real property, Action: Approved, Moved by Kevin Arrington, Seconded by Kathy Christensen. Vote: Motion carried by unanimous roll call vote (summary: Yea = 5). Yea: Kevin Arrington, Bryan Burrows, Richard Barnett, Kathy Christensen, Connie Nielson.
 
6. RECONVENE. At 8:11 p.m., regular session of the Richfield City Council reconvened.
 
7. PURCHASE OF PROPERTY APPROVED. The Council discussed the purchase of the property located at 1955 South Cove View Road. There was some question about the billboard that stands on the southwest corner of the property. No one is sure who owns the property and if the owner would have right of first refusal on this property. It was determined that the purchase would be conditional upon the billboard matter being resolved. Mr. Chamberlain stated that the seller would have to provide this information. The City has put earnest money on the purchase, so Mr. Chamberlain is not concerned that the City would not have the property tied up. Motion: Approve the purchase of the water right and property located at 1955 South Cove View Road contingent upon the approval of the City Attorney, Action: Approved, Moved by Bryan Burrows, Seconded by Kevin Arrington. Vote: Motion carried by unanimous roll call vote (summary: Yea = 5). Yea: Kevin Arrington, Bryan Burrows, Richard Barnett, Kathy Christensen, Connie Nielson.
 
8. OTHER BUSINESS. The Patriotic Program will be held Sunday night. Mayor Ogden stated that he received a $900 check from Rotary Club from the Memorial Day breakfast they had and it will be used for upkeep of the flags at the cemetery.
Councilmember Burrows reported that he was at the park by the sign and he knows it is not working, but he could hear fans running and he wondered about disconnecting the power to the sign. Councilmember Arrington stated that he would go turn it off.
Mayor Ogden reported that there was a soft opening of the visitor’s center and he encouraged the Council to come by and look at it sometime this week.
 
9. MEETING ADJOURNED. At 8:33 p.m., Motion: Adjourn, Action: Approved, Moved by Kathy Christensen, Seconded by Kevin Arrington.
