NOTICE OF CITY COUNCIL MEETING OF THE CITY COUNCIL
OF THE CITY OF RICHFIELD
SEVIER COUNTY, UTAH

Pursuant to §52-4-6(2), UCA, notice is hereby given that the City Council of Richfield City, Sevier County, Utah, will hold a regular council meeting on Tuesday, May 9, 2023, in the Council Chambers, Richfield City Center, 75 East Center Street, commencing at 7:00 p.m. The agenda shall be as follows: ( The agenda may be accelerated, or line items may be discussed in any order.)

  5. MINUTES APPROVED – Consider a motion to approve the meeting minutes for April 11, 2023.
  6. EXPENDITURES APPROVED – Consider a motion to approve the warrants and cash disbursements for April 2023.
  7. PUBLIC COMMENTS
  8. BUSINESS
    a. Public hearing to receive comments on an application to the Permanent Community Impact Board to construct a new swimming pool.
    b. Consider adopting Ordinance 2023-4, rezoning the property at 1080 South Cove View Road, owned by Ryan Hales, from commercial shopping (CS) to multi-family residential (RM-11) as recommended by the Planning Commission.
    c. Consider adopting Ordinance 2023-5 rezoning the property at 264 North 600 East, owned by Chase and Hope Christensen, from multi-family residential (RM-11) to high-density multi-family residential (RM-24) as recommended by the Planning Commission.
    d. Consider approving the River Rock Estates Subdivision, owned by Donavan Allen, located at 642 South 100 West, with the recommendation of the Planning Commission that the Development Agreement be amended to require a curb, gutter, and sidewalk before occupancy will be given.
    e. Consider approving a lot split (subdivision) of the property at 442 East Center, owned by Brad Garfield and recommended by the Planning Commission.
    f. Consider approving a subdivision at 1100 North 300 West, owned by Jake Black.
    g. Consider a request from JJ Lund to allow him to pay the impact fees that were in effect in March of 2022 based on a quote he received from the City that he used to apply for his financing.
    h. Consider awarding the sewer project to the apparent low bidder.
    i. Consider expending money on the bike path project’s right-of-way work before the Joint Highway funding is awarded.
    j. Mayor Burrows to present his proposed budget for the fiscal year 2023-2024.
    k. Consider canceling and rescheduling the meeting on May 23, 2023, to allow the Mayor and Council to attend the Six County Regional Growth Summit on the same night.

  10. EXECUTIVE SESSION
    a. Discuss the character, professional competence, or physical or mental health of an individual(s) to serve on the Planning Commission and the Library Board.
